The mission of Ovidius University of Constanta is to create, maintain and disseminate knowledge at all levels of society through European standard education, research and artistic creation. The university is actively engaged in the local community and has an impact over the entire Black Sea region, within Europe and beyond its borders.

Ovidius University of Constanta is the largest European Union university on the Black Sea coast. Our goal is to be recognized as the regional leader in higher education and research, to be the first option of students from the Black Sea region and beyond. We are an Eastern gateway to Europe and we aim to attract a large number of Romanian and international students, as well as outstanding academic staff. We strive to achieve the highest European standards of quality education by offering bachelor’s, master’s and doctoral study programs, training our graduates for the competitive labor markets of Romania, the European Union and worldwide.

Scholarships for degree-seeking applicants

  • Romanian Ministry of Education Scholarships
    • Students from EU countries can benefit from subsidies (tuition waiver) and merit based scholarships offered by the Romanian Ministry of Education, if they follow the same admissions procedures and criteria as the Romanian students.
    • Students of Romanian origin living abroad can benefit from subsidies (tuition waiver) or from the low tuition applied to Romanian students if they are admitted under the same conditions as the Romanian citizens.
    • Ethnic Romanians from Republic of Moldova, Albania, Bulgaria, the Former Yugoslav Republic of Macedonia, Ukraine, Hungary and ethnic Romanian citizens with permanent residence abroad can benefit from scholarships offered by the Romanian Ministry of Education. Scholarships for credit-seeking (exchange) applicants – Erasmus + mobility grants

Ovidius University of Constanța is an active member of the Erasmus Plus program.  This initiative enables students and teachers from EU and selected non-EU countries to undertake study visits, research stays and internships in Romania.  This program is fully financed by the European Union, the scholarships covering not only tuition fee costs, but also living expense, travel and insurance coverage for each grantee.

Accommodation Information for Students

Ovidius University has four student dormitories where it can accommodate over 1300 students during their studies.  Given the limited space available, making a reservation for student housing is competitive.  Based on the agreements signed with the Ministry of Education and the Ministry for Foreign Affairs, the university offers a higher priority to the international students who receive a scholarship from the Romanian government.

The typical costs of leaving in Constanța fall below the European Union averages.  Consequently, many of our international students take advantage of the affordable private accommodation facilities available around the university campuses.
